There is a widespread misunderstanding about the sources of criminal background information in the United States. Most information is not considered "public Record" and is difficult for the public to access. The National Crime Information Center (NCIC) and the FBI are the only true national databases. Information can be obtained through them, but the process usually requires the subject's written approval as well as a fingerprint card. There is usually a significant fee and a lengthy waiting period, all of which preclude most of the public from accessing the information.
